Yes, a clear tank is one without any backgrounds surrounding it. And as for the base, a dark blue or black paper should be fine. By having a darker base, it might just prevent light reflections, hence, preventing drop eyes as a result.
As for white backgrounds, they have more or less the same effect as a light blue one.
